やっと起動時クラッシュの原因が分かりました。以前からある情報の音質の設定などでは改善せず原因が分かりませんでしたが、マルチディスプレイ環境が起動時クラッシュの原因であることが分かりました。最近よくあるグラボの出力構成のHDMI×1＋DP×３の環境ではクラッシュする様で、HDMIかDPのみの環境だと起動するようになります(SO4は昔の環境であるDirect9であるためマルチディスプレイ環境に弱いとのこと。特にHDMIとDP混在が良くないらしい。→ゲーム側の古いDirectX初期化コードが原因で、恒久的な修正はパッチがない限り不可能とのこと)
面倒ですがゲーム起動前にwin+PでPC画面のみ(メインディスプレイのみ)でゲーム起動→起動後win+Pで拡張にして再度マルチディスプレイ環境に戻す運用が現実的かと思います。
