It's supposed to be gratuitous and silly, and it does not disappoint. I don't see why there is so much hate in the reviews. More character development would just dilute the immature satire and make it boring. It isn't something you should spend a ton of cash on, but a lot of popular animes are just as cheesy or worse. It made me laugh a little.
