Edit
FINAL FANTASY XV WINDOWS EDITION MOD ORGANIZER is a tool to help you make mods for the FINAL FANTASY XV WINDOWS EDITION. It allows you to convert your assets into mod data and incorporate them into the game world.
The main function of MOD ORGANIZER is building model data and uploading mods to Steam Workshop. It does not have the functionality for creating and editing assets such as 3D models. Please create assets with your own tools and output them in FBX format, which MOD ORGANIZER can then import.
Your mods can be uploaded to Steam Workshop if you have a Steam account, and then shared with the community. Subscribe to Steam Workshop’s mod data to use the mods in the Steam version of FINAL FANTASY XV WINDOWS EDITION.

So there are pro's and cons for this tool. I will cover both and people should be able to tell if they should actually spend the time learning the tool.
Pros
- The layout and UI of the tool is actually very good. Within about 3 min you know where everything is
- This single tool will allow you to add new weapons, new armor and new models to the game
- Easy to upload and create an entry to workshop with little to no effort
- Supports fairly common 3d model file types of for .fxb
- Models only require a single bone where the handle is
- Essentially can create anything and upload as long as you have the know how
Cons
- This tool requires one to have prior knowledge of 3d modeling and texturing to make anything
- NO ACCESS TO GAME ASSETS!! (This means you can not create or modify current in game items nor can you use the
models already in the game to quickly create a new item/armor)
- Stat locks to prevent "Overpowered" items. In turn all items created are quite weaker then the top weapons already in the game.
This is the first implementation of the mod tool. Meaning later tools and or updates to this tool will be more expansive hopefully. As the tool is now it is not a tool I would suggest to 90% of the people who are interested in it. This is purely for people who already have knowledge and ability for modeling and modding. If you are however a modeler then this tool is great and very easy to use.
PS: The biggest recomendation I could make is to add access to game assets so people can "piggyback" models already in game to create new weapons and armor easily.

I rate it up only because I managed to avoid errors. To use the tool, you need to know what they mean exactly. To find info about that, I had to search in reviews, discussions and guides. I wish they could add an explanation of each error into Mod Organizer: I haven't found anything like that there.
They have some info: Help -> View Help.
If you know its rules, you'll achieve your goal.
Help -> View Help.
Если знаете правила инструмента, сможете добиться того, что нужно.

First things first, this is no Creation Kit esque Modding Suite for FF15. That means, that it is not possible to make fundamental changes to the Way the game works.
This tool only provides the necessary features, to add and replace 3D Models and add Custom Weapons, with limited stat distributions. Despite the description being a bit more ambigous in it's wording, the tool really just does, what it is advertised to do. And it does so very well. It is very easy to get your own mod up and running in minutes. Even easier than the Creation Kit I've mentioned above.
I'd also like to add, that it is still a novelty to this day for a japanese Dev of a beloved franchise, to add an official Modding Support, albeit in a controled kind of way( as in the edge cases for errors being more clearly defined).
I'm hopeful, that this will become a common practice for more games by Square Enix or even other japanese Developers to come.

I love the idea of giving people a tool to modding, but i wish there was more modding support for other final fantasy games.
I know there are modding support for other final fantasy games, but the devs didn't give you the tools. which i would personally love. Though that may happen if they decided to give mod tools for you instead of people having to do it themselves. Just hoping.
Still love this tool for personal modding for funnies

This game is unwonderful, it has an unamazing OST, unfun gameplay, and a story that ranges from unenjoyable to unamazing. if you cant get past the fastness of the late levels and relatively middling base game story you're in for an unamazing experience.
