To reach this region, travel to the far north of the map—head north from the Windswept Hills starting area to Verdant Brook, then continue until you reach the northernmost tip of the island.
Across the water, you'll spot a desert area. Now, continue traveling further north until you see the town on the hill. Go through the main gate and look for the Wandering Merchant in red on the right side of the market stalls. Here, you can buy an unlimited quantity of High-Quality Pal Oil for 300 gold each, easily enough to craft the desired items.
High-Quality Pal Oil is essential for crafting most guns in Palworld, including later-tier ones like assault rifles, as the oil is also needed to make Polymer.
