Would you expand Rome’s borders through war? Or would you destabilize and divide kingdoms using spies? In Imperium BCE, you can use many different strategies, to bring about the inevitable Roman dominion.
Surrounded by different kingdoms and cultures, you will need to maintain balance and spread your influence slowly, so as not to alarm your neighbors. Your spies will have to work in secret, act on your orders, to strengthen your culture and religion, making your enemies weaker. Your diplomats might work on improving relations with other kingdoms or might provide you with valid justification for war.
Events
Being in control of a sprawling empire comes at a cost. Unexpected things happen. Events take place which are outside of the control of even the most powerful people. In Imperium BCE, there are events that can hold you back or propel you forward.
An unforeseen rain might ruin the crops. This can lead to food shortages, citizen dissatisfaction, anger with the Gods for letting it happen, or maybe anger with you, for not doing enough for your people. Will you find a way to appease them?
Will you follow the advice of your priests, and have rituals conducted, to celebrate your Gods, at a great cost of the coin, in order to make your citizens happy?
Your choices could have dire consequences. Thread carefully.
Spies
Weaken your enemies. Soften the battlefield. Some of your greatest assets in Imperium BCE will be your spies.
Well trained to operate in secret, your spies will sabotage, assassinate, and do whatever it takes to make Roman take-over easier. Give your spies time and resources, and they will steal essential supplies, spread your culture far and wide, and even disperse diseases, which can devastate entire populations.
Just hope that they never get caught…
War
Train some of the mighties warriors that ever walked the Earth.
Bring your enemies to their knees with advanced battle strategies, reward your soldiers with land, besiege cities, and expand your territory. Attack when your enemies are vulnerable, be able to defend your citizens against anyone who dares to make a move against you. Fight sea battles and maintain control of the sea.
When the dust settles, Rome should have prevailed!
Diplomacy
Win hearts and minds, improve relations, give gifts. Hide your true intentions.
Your diplomats will repair the damage in reputation, caused by your conquests. A good diplomat will make an agitated king feel at ease as if the Roman invasion is not just around the corner. When the time is right, they will provoke and insult, leading kings and their people, into your well-prepared trap.
Wars can be prevented or set in motion by a crafty diplomat. Use them well.
Building
Provide your architects with the resources needed to build the unimaginable!
Develop your cities, turn villages into towns, have your citizens witness Rome growing beyond their wildest imagining. Build structures that will stand the test of time. Different buildings will provide you with different benefits but will take time to construct. Plan your expansion carefully.
Your enemies will be envious of your achievements!
Discoveries
Encourage bright minds to work on inventions, for the benefit of all.
Either by stealing knowledge from other Civilizations, or by careful study, your researchers will help you strengthen Rome, and crush other Civilizations.
As some discoveries can take years to be put into use, you will have to choose carefully which discovery to pour limited resources into.
Have patience. Good things take time.
Laws
Legislation was of great importance to the Roman public.
Choose between different governing political systems, and enact laws that will help shape your society. Organize your people, bring about needed changes, make improvements for your citizens, and reap the benefits of well-structured communities with clear rules and responsibilities.

I find this game pretty unique.For the time being,I haven’t played strategy games like this, and this I mean in the best possible way.
This is the type of game that doesn’t hand you everything on the silver platter and requires of the player to search, read, and figure out what you need to do;as an old school gamer myself I wish more games today took this approach.
Everything is interconnected, to build something you must first research appropriate thing which allows you to build what you wish, to conduct research you must acquire resources, and the one of the simplest ways to obtain resources(for people who are just starting the game) is to enact laws that grants you needed resource for a set period of time.
Also,I really like how the spy and diplomacy system was made,because there is the option of taking over cities and states in different ways, and annexing worked well for me. And it's relatively simple to do with a little bit of gold.
Of course, you have different options when it comes to conquering or annexing.
The visuals, such as the sunlight and moonlight reflecting on the surface of the water and the changing colors of the clouds at dusk and dawn, were particularly appealing to me.
I found myself staring at those for quite some time:D
Overall,
I recommend this game, even though some people may be put off by the slow pace at the beginning or the lack of hints and tips, but believe me, the game is a rough gem and 4 hours flew by for me.
I enjoyed it and plan to keep playing it.

The year is 526 BCE in the Kingdom of Rome, the earliest part of history of the Roman Empire which became the Roman Republic in 509 BCE. From this earliest period of Roman history, you take charge of the small cities of Rome and Hadria which are currently under the control of the Kingdom of Rome. It’s up to you to take control of this small kingdom and turn it into the thriving powerhouse, the Roman Empire which will eventually control everything from Western Europe to the Middle East, some 1.9 million square miles at its height.
To begin with you will require a Barracks to train your army, a Navy Port will allow you to build ships and an Artificer will allow you to build catapults so that you can siege other cities. These build options can be found in the Settlement Build Menu split into two categories Agriculture & Economy and Civic & Military, here you will find buildings which will help your city grow and keep your citizens happy. Such buildings as Bakery, Hunting Grounds, Fishing can bring in produce keeping your people fed. Baths and Fountains can help against sanitation which if not kept in check will spread disease and plague which will have an effect on the people and their overall happiness.
Each of the buildings requires some resources although some will also require you to also unlock certain topics in Research. There are nine types of resources available for you, Gold, Iron, Marble, Stone, Wood, Food, Research Points, Reglious Points and Culture Points. You will begin with some resources to get you on your way but you will need plenty more, you can gain some from some of the buildings you’ve built or from cities paying tribute or under your control.
You can also gain some from Decisions, here you can focus on what your kingdom needs for the next few years. Focusing on Trade for instance will give you one hundred and eighty gold and +4 for the next two years, whereas a focus on Research will give you one hundred research points and –2 gold for three years. Other decisions you can make are Military, Crops, Spirituality and Culture with each giving you some boost in resources. Once the time limit has passed on a decision then you can choose a new one, you can only have one decision at any one time.
While you may now have all the resources you require you may still require some knowledge of how to build or apply those resources. You will need to unlock them from the Research page, here you can use your research points to unlock a topic. If you don’t have enough research points then you will need to make a Decision and select to Focus on Research.
Once you do have enough then you can choose which research topic you want to unlock from the six research categories on offer to you. These categories consist of Agriculture, Economy, Civic, Military, Military Tactics and Navy Tactics. Unlocking a topic from one of these categories will take a number of years ranging from four to thirteen, depending on the topic. Just like making a decision you can only choose one topic to research at any one time, so you will need to decide which is more important to you now and what can you get away with until another time.
While you take care of your citizens and grow your cities, sooner or later you’re going to have to expand out into the surrounding areas. These areas are under the control of other tribes, ruled by Kings or Queens. If you are to become the rulers of the known world you are going to have to spread your influence and convince these tribes that the Roman way is the way to go looking forward, if that doesn’t work then there’s always the use of force.
You can influence tribal cities through the use of Agents who can learn new skills at the Academy. There are three types of skills an agent can learn at the academy, Diplomat (diplomacy), Frumentarii (secret agents) and Specualtores (aggressive hidden agents). These new skills will take some gold and, like research can take a number of years to complete. However, they will allow you to perform actions such as Reconnaissance, Sabotage, Invest, Extort, Assimilate, Promote Roman Culture and Religion, Make Peace or Declare War. It will take some resources and a bit of time to perform these actions and you will be informed on whether you were successful or not. Sometimes your agents get caught and are dealt with by the tribe in control of a particular place resulting in the loss of that agent.
Using the agent to promote culture and religion if successful will then allow you to Establish Protectorate which is one step closer to you annexing that city under the glory of Rome. Annexing a city will cost some gold but once it has been annexed then you can start to upgrade the city and its people allowing you to bring in more food, gold etcetera.
Your agents might not always be able to influence a city into becoming part of the Roman Kingdom, so going to war against that tribe and cities will have to happen if you want to take control of them. You might even have to deal with invaders attacking the cities under your control. Sending your army will take your units and siege machines to attack an enemy. Cities with a wall around them will take longer to beat but if you have siege machines this will help you to deal with them more quickly. You also have a navy which can patrol the waters around the area under your control and you can send your navy elsewhere. Both your army and navy when defeated can be replenished, however, you may have to return back to a city or naval port to replenish the ranks although if you have unlocked them in research, you can do it while out in the field.
Creating an army will take time like everything else does and you will have to unlock new army and navy units by researching them. Once you have researched them you can, if you have enough resources, create the new units which will then join your army or navy.
I was struggling to figure the game out when I first started to play the game and even restarted a few times. Eventually I did start to figure things out and while it does have a tutorial, I would have liked to have one which is more hands on than just reading a window explaining something.
Doing anything in the game can take a number of months or years to complete before you can benefit from that action. You can only research one topic at a time, so if you want to be able to learn all army and navy units it is going to take you well over 100 years to learn each of them. However, it will be a lot longer than that because you need to have enough gold to pay for the units and you also have to build your city's infrastructure etcetera in the meantime.

This game was recommended to me by a friend who is a big fan of Roman history and strategy games. As a fan of strategy games, I was eager to try this, and I must say that it is very decent.
It depicts the Roman Empire and its surrounding cities, states and empires of the time.
It heavily influences research, building, and spy/diplomacy systems to advance in the game, while trading can also be beneficial for some extra income, particularly since some resources are scarce at the start of the game.
I don't think this is such a big deal; there are so many different ways to acquire resources; you just need to find it or check out the different things to see how everything works.
Now, I understand that some people are conflicted about this issue (game is hard or not enough instructions). I must say that I agree at some point,but overall is not a serious issue at all, as one previous reviewer stated. I, too, enjoy discovering, checking everything, and figuring things out on my own. There is a simple tutorial that covers the main things you need to do to progress in the game.
Overall, as I stated at the beginning, I find the game to be very decent; in the sea of Roman-themed games available, it is adequate and can easily consume your time.

The first time I spotted this game on Steam, I added it to my wishlist since it caught my attention.
Here is my opinion after playing for a bit after I got it.
It's not bad at all, but there is room for improvement, I like it because it reminded me of a mix between Rome Total War and Civilization, but it would be harder and more difficult for someone who has never played Victoria II to get into the game flow. Nevertheless, once you do, you will enjoy it, so I recommend it for strategy fans!

I'm totally in love with this game! It's the neat sweet spot between Imperator Rome and a more casual, user-friendly approach to 4x Strategy Games. The graphics are colourful and nice (Unreal Engine) and the game gets steady updates. A lot of things which users recommendated were already implemented in the game. For me one of the best roman strategy games out there, I also learned quite some history trough it :P
